In the festive season, 15 cities of six states including Delhi, UP, Maharashtra were targeted by the terrorists arrested in the operation of Delhi Police's Special Cell and UP ATS. By doing recce of these cities, this module was conspiring to conduct a large-scale serial blast there. For this, different tasks were assigned to different suspects of the module and people associated with their network. This was disclosed by a senior official associated with the investigation of the case. He said that the investigation is still on and there could be many more sensational revelations.

The Special Cell of Delhi Police has received inputs from the Central Intelligence Agency that a module prepared by a nexus of Pakistan's intelligence unit ISI and the underworld is planning to carry out a large-scale serial IED blast incident in India. For this, sources across the border are arranging IEDs from their networks. Based on the inputs, the investigation progressed and the police focused on suspects working in the Okhla area of Delhi and as a vital part of this module in Maharashtra. His associates began to be monitored in different parts of the country including UP and Maharashtra. Several teams were simultaneously deployed in Mumbai, Maharashtra, and Lucknow, Prayagraj, Rae-Bareilly, Pratapgarh, UP. In this way, on the basis of intelligence inputs, raids were conducted in different states, first underworld operative Jan Mohammad Sheikh alias Sameer Kalia was nabbed in Kota in Rajasthan when he was on his way to Delhi. While Osama was arrested from Okhla in Delhi, Mohammad Abu Bakr was arrested from Sarai Kale Khan in Delhi, while Zeeshan was arrested from Allahabad in UP. Apart from this, Mohammad Amir Javed was arrested from Lucknow in UP and Moolchand alias Saju alias Lala from Rae Bareli in UP.
